Site Narrative:
S&S Quality Meats dba Fanestil Meats, submitted an application to the VCPRP for the Fanestil Meats Site in Emporia, Lyon County. The legal description is Section 22, Township 19 South, Range 11 East. The application was received by KDHE on November 23, 2020. The Site consists of approximate 7.8-acre tract of land improved with an approximate 38,000 square-feet industrial building that operates as a meat production facility. The site building was reportedly constructed in 1942 with multiple additions through the years. The remainder of the site generally consists of paved parking lots/access drives and greenspace.
The site is currently operated by Fanestil Meats. On-site operations include storage, food production, and truck/vehicle service and repair activities such as oil and tire changes, transmission and engine overhauls, etc. Raw materials used at the site include beef, pork, poultry, salt, sugar, spices, flavorings, and milk.The site was originally developed in the 1920s as a slaughterhouse and was subsequently converted to a meat processing facility. The 1946 Sanborn map depicts a boiler room with an associated “fuel oil tank” located on the southeastern portion of the Site. Several above-ground storage tanks are currently used to supply fuel and engine oil to vehicles and equipment, to store used fluids associated with vehicle service/repair, and to store liquids used in the meat processing operations (including PCE and TCE).

The closest surface water body is the Cottonwood River, which is located approximately 200 feet north of the Site. There are several monitoring wells within 0.5 mile of the Site. There are no water wells within 0.5 miles of the Site. Surrounding land use is residential and agricultural.

The property is not a Superfund Site, is not subject to a RCRA corrective action, and is not regulated by the Kansas Corporation Commission (KCC). Fanestil Meats currents possesses a Handler ID #KSD007150212 for waste codes D001 (Ignitable waste), D008 (Lead), D018 (Benzene), D039 (Tetrachloroethene), and D040 (Trichloroethene).

Two sets of Phase I and II Environmental Assessments were submitted with the Application, from 2009 & 2019/2020. Elevated concentrations of TPH-LRH and MRH as well as various PAHs, were identified in soil. Elevated concentrations of TPH-MRH and various PAHs were identified in groundwater.

The property appears to meet eligibility requirements and is accepted into the VCPRP. A Voluntary Cleanup Investigation work plan was approved by KDHE on March 4, 2021, and field activities commenced on March 30, 2021. The VCI Report was submitted to KDHE on May 5, 2021. Based on the results of the investigation and an analyis of risk, no further action was recommended. KDHE has accepted the report, and a public notification statement was published in the Emporia Gazette on May 29, 2021. No comments were received by KDHE during the public comment period which ended June 12, 2021, and the report was approved on June 14, 2021. KDHE is awaiting a legal description of the property and will begin preparations for a No Further Action (NFA) Determination for the site.
